In this direction after doing brainstorming along with group of software professional of concern Bihari taken some decision. We want to promote our Bihar in global arena as tourist places, talent hub, resources along with hard working manpower.

We feel sorry when some one talking wrong about Bihar and Bihari. This has to be changed. This will not happen overnight, we must work in this direction. Respected Finance Minister,
I take the pleasure to furnish certain issues which may please be scrutinized for the welfare of our citizens in the coming days and years ahead. Moreover all these years right from the Independence all the budget seems to be similar by supporting the Industrialists alone and not at all the common man. Hope you will agree and admit to my opinion. Of course the Country is changing a lot since a few years and coming up in good manner competing with other healthy Countries, but at the same time the cost of living never came down even after our total population increasing day by day which should have been competitive enough. A few changes as referred herein below may please be looked if your good self feel possible (to say - everything is possible as you are the Best Finance Minister).

1. Make Free Market of Essential Commodities through PDS in best qualities which will automatically reduce the price by private vendors as was done in the late seventies by the then Morarji Desai Government. This will really be appreciated by Poorest of the poor, The Poor Middle Class, The Middle Class etc.

2. The Central Government must reduce the Tax Structure on various items including the Essential Commodities and LPG so as to make the people to buy particular item(s) twice or thrice in a month rather once in a month as being done now by all due to shooting up of commodities unpredictably.

3. Waste Lands are aplenty in our Country. It can be used by converting into cultivate lands for more green cultivation so as to keep the cultivated produce under price check. No middlemen should be involved at any point of time at any cost.

4. Service Tax Structure may result income to your Central Kitty but it never received a good appreciation amongst general public. May be the top most Industrial Units have no problem but again the affected category are the people in general.

5. The most important point to pump more money into Central Kitty is to implement a New General Policy (NGP - FAMILY ORIENTED)for multipurpose Savings/Medical Claims/Pension Payment on transferrable basis (to family members alone) with a minimum monthly deposit of Rs. 100/- and in subsequent deposites like Rs. 250/-, Rs.500/-, Rs.1000/- and more with attractive interest rate for a minimum period of 3 years and more as required by the depositors payable in monthly/bi-monthly/quarterly/half yearly/yearly remittances. Ensure a pre loan facility or free withdrawal facility also included for the depositor’s domestic needy at anytime after a minimum 3 years payment with no interest calculation for the sake of pre mature withdrawal. A separate form from the Central Government in this regard for payment to the Central Pool payable at all Post Offices and Banks across our Country will definitely and certainly fetch more revenues which in turn can be re used at your discretion with all major industries and for other developmemnt categories.

6. Please stop bringing in foreign goods into our Country as this really and heavily affects the Local Products which are “Made in India”. We have enough resources to pump in more currencies from the produce of goods of various categories. Due to the entry of foreign establishment lot of our workers not having regular income to survive as they see high profile employment. This process also affects or will affect our export business in overall. Try to minimise the entry of foreign goods and please ensure the value of money for our Indian Made Products which must roar the World as the Best so that whatever we need will be achieved not only financially but the ultimate goal of removing poverty.

7. My last submission to your good self is: to see that in collaboration with respective State Governments a policy is drafted to for owning a house by all categories of people in our Country depending on their status to have their DREAM HOME by paying Minimum Monthly Installments with less interest calculated as these days the Bank Interests both Public and Private Sectors are charging heavily. As whoever rule our Country whether Congress or BJP or any alliance, their first priority should be focused towards our people rather towards foreign entries. If this trend be followed certainly our country will fly high. Sir, I am not an economist or expert but as a citizen of this country, I submit my views hereby which may be looked into for the welfare of this Nation. Thanking you Sir and hope to see your well prepared budget.

Ø We must create a forum which can give timely suggestion to generate funds for entire activity to happen. In this direction http://www.hamarabihar.com/ going to take no of steps with the help of all concern Bihari.
Ø Now day’s webmarketting is very good business. We have manpower that can develop world class website. The thing we want is some ideas for this web site which can be included. What feature should be added which can make our website popular among viewers.
There are numerous groups operating in Web for Development of Bihar. Most of the members outside Bihar i.e. US, UK, Australia, Germany, Mumbai, Delhi, Chennai etc are assessing loads of emails daily related to Development of Bihar. But in reality, all these groups exist in virtual world and not actively involved in the Development of Bihar.

Is this the way that Bihar will become developed after discussing in loads of Emails? I say."It is not!”
Ø Development can be achieved in two ways either Top to Bottom approach or Bottom to Top approach. Either we should generate employment by bringing big industries or educate people which are long term process or we can promote our tourism, resources in all over the world by this way employment will be created. Once employment comes automatically people will realize importance of education. Then development will start from bottom/grass root level automatically.
Is this is the way we all will achieve our target? Who will work at ground level, when we are sitting in AC rooms/offices and sending receiving mails?

Email is medium of communication but it is not medium for Development. For Development we have to work at the ground level.
Ø Why not, now lots off website who do onling shopping, online test or any other matrimonial site how fast they grow. I want to utilize this medium for generating fund and that fund will utilize not only for salary of our representative who will collect data from each and every village of Bihar but for all activity.

I honestly ask members of this group who is talking about development....

How many of you spent at least 20 days in a year working for Development of Bihar at ground level? I cannot think many of our members are able to answer this question. Even I cannot answer this question while writing this mail. The reason is simple, our profession and personal commitments does not allow us to find time to do these activities more than writing mails in forums. We have to first attend our proffessional and personal commitments as we all are having responsibilities of our family and office. There are no social security means in India, so that we can devote our time to work at ground level rather than working day and night to meet our personal/professional commitments.

1. In my view all groups related to Bihar should be merged and form a single big Bihar Group with ambition of Development of Bihar.
2. Bihar Group should identify number of peoples (Those are still living in Bihar and unemployed and having a vision) who will work at ground level.
3. Bihar Group has to take care of each member’s social responsibilty in terms of their salaries (for some time).
4. It should be formed in each district of Bihar and initially Bihar Group should assist them financially and with knowledge of Bihar Group members later they should be trained enough to generate revenue for their financial independence. (By working on different projects / setting small scale industries etc.). All work of their should be monitored and should have culture of responsibilities.
5. They should grow in given time frame by setting deadlines etc. (Similar to S/W company culture).
6. Modern Management Techniques should be used to train them.
7. There are many intellectuals Biharis are present in different part of world, they should atleast take one Audio/Video conferencing call a week through internet(Most Cost Effective Means) to train those members of formed group in each districts. (On Saturdays/Sundays).
8. In this way we can generate employment and make them financial independent.

Ø All these things we will implement through our volunteer who will work all the days.
Ø Fund generating is major hurdle talking means every one will talk but once it comes to money part every one will shut.

Ø I want creative idea for this website so that we can create market for Bihar and for our website also.
Ø We have some idea that can be implemented but I want to utilize this platform for getting creative idea.

There is work force & there are ideas among intellectual members but both are not at one place. We need to fill this gap.
